Li was from Hubei, where he served successively as a YMCA secretary, a secretary of the Wuchang Council of Churches, and General Secretary of the “Hsing Tao Hui” (related to the Swedish Missionary Society). He was on the staff of the Church of Christ in China (CCC)’s Home Missionary Society under Cheng Jingyi, and became CCC Mission Secretary when Cheng died in 1939.

Li established the first border mission project in Guizhou Province. Determined to fund the enterprise solely by Chinese, Li worked hard to get support from established churches on the coast. By 1940, nation-wide support was sufficient to charter the Cheng Jingyi Memorial Church in Guiyang, with 130 members.
